i Double-Blind Review Policy

Fair, Unbiased & Confidential Evaluation

JCOD employs a Double-Blind Peer Review process for all submitted manuscripts. Under this system, the identities of both authors and reviewers remain completely anonymous throughout the review process.

This policy guarantees impartial evaluation, preventing any potential bias based on author affiliation, country of origin, gender, or academic seniority.

i Step-by-Step Review Workflow

Initial Desk Screening & Plagiarism Check

Desk Evaluation

Upon submission, the Editor-in-Chief and Managing Editor conduct an initial desk evaluation to verify:

  • Alignment with JCOD Focus and Scope.
  • Compliance with official manuscript template formatting.
  • Similarity index screening via Turnitin (must be below 25%).

⚠️ Manuscripts that fail desk screening or similarity index limits will be returned or desk-rejected without peer review.

Assignment to Independent Peer Reviewers

Reviewer Assignment

Manuscripts that pass desk screening are assigned to at least two independent reviewers who possess relevant expertise in community empowerment, financial literacy, applied technology, or the specific field of the study.

Independent Peer Review Evaluation

In-Depth Review

Reviewers assess the manuscript based on six key criteria:

  1. Originality & Novelty: Contribution to community service practice and community development.
  2. Methodological Rigor: Clear description of community partner, intervention design, and implementation stages.
  3. Evidence of Impact: Verifiable evaluation data (e.g., pre/post-test scores, adoption rate, productivity).
  4. Literature Review: Adequate reference to relevant prior work (minimum 20 references, 80%+ journal articles).
  5. Clarity & Structure: Well-structured writing in academic English following JCOD guidelines.
  6. Ethical Compliance: Informed consent from partner communities and data anonymization.

Editorial Decision

Decision Phase

Based on the reviewers' reports and recommendations, the Section Editor makes one of four final decisions:

  • Accept Submission: Accepted without further revisions.
  • Revisions Required: Accepted subject to minor revisions requested by reviewers.
  • Resubmit for Review: Requires major revisions and a second round of peer review.
  • Decline Submission: Rejected due to insufficient impact, poor methodology, or major flaws.

Author Revision & Verification

Revision Phase

If revisions are required, authors must submit a revised manuscript along with a point-by-point Response to Reviewers Matrix within the specified deadline (typically 2 weeks). The Editor verifies whether all reviewer comments have been adequately addressed.

Copyediting, Proofreading & Online Publication

Final Production

Once accepted, the manuscript moves to final production for copyediting, layout formatting, DOI assignment, and online open-access publication on the JCOD platform.

i Reviewer Ethical Responsibilities

Integrity & Confidentiality Standards

Reviewers for JCOD must adhere to the following ethical principles:

  • Confidentiality: Treat all manuscript files as confidential documents.
  • Objectivity: Provide constructive, objective, and evidence-supported feedback without personal criticism.
  • Conflict of Interest: Declare any potential conflict of interest immediately and decline reviewing if a conflict exists.
  • Timeliness: Complete reviews within the agreed timeframe or notify editors promptly if a delay occurs.
